Registration for the fall session of the Toronto Police Service Community Police Academy has now opened.
The eight-week course, designed to inform members of the public about all things policing, will be held at the Toronto Police College, 70 Birmingham Street, every Saturday, from September 30, 2017 to November 25, 2017. There will be no classes on Thanksgiving weekend.
The Toronto Police Service has partnered with Humber College to offer credits upon successful completion of the Community Police Academy.
Graduates will be recognized by Chief Mark Saunders and will be eligible for two credits toward Humber’s Police Foundations Diploma.
Students must attend every class in order to graduate. Only successful candidates will be contacted.

It is reported that:
- a woman, 45, for reasons not yet determined, stepped onto Dundas Street East, east of Sherbourne Street, and lay down on the roadway

The Toronto Police Service requests assistance identifying a man wanted in a Sexual Assault investigation.
On Monday July 24, 2017, at approximately 7:30 p.m., officers responded to a call for a sexual assault in the Sherbourne Street and Shuter Street area.
It is reported that:
- a 57-year-old women was walking down the street
- she was approached by two men
- one of the men sexually assaulted her
- both men then walked away through a parking lot
The man is described as 30, 5’8”, 170 lbs., black beard, black afro. He was wearing a blue Toronto Blue Jays T-shirt, dark pants, dark backpack, red bandana around his neck.

Public Safety Alert, Spike in overnight commercial Break-and-Enters, Crime-prevention information offered

Investigators from 42 Division would like to make the public aware of a recent spike in overnight commercial Break-and-Enters within the boundaries of 42 Division. From August 10, 2017 to August 25, 2017, there have been over 30 commercial Break-and-Enters.
In the vast majority of these commercial entries, a man has smashed the front glass door and targeted the cash drawers and cash registers. In many of these occurrences, he has also cut wires for the audible alarm system.
The same man is believed to be responsible for the majority of these entries. These commercial Break-and-Enters have occurred between midnight and 4 a.m., with the man entering and exiting within minutes.
Several entries have occurred to neighbouring businesses in the same commercial plazas on the same nights.
The man is described as black, 20-30, wearing a hooded sweatshirt and back packs.
Investigators would like to provide the following safety tips to the businesses to improve security:
- keep your doors and windows secure by locking them
- keep both interior and exterior lights on during overnight hours, both front and rear doors
- have and activate a monitored security alarm
- do not keep cash or any other valuables in your businesses overnight
- activate and record CCTV surveillance and security cameras
- these Break-and-Enters occur in the overnight hours, so please be extra vigilant during the night to lock all doors and windows, activate your security alarm with perimeter settings on
- if you are aware of a suspicious vehicle or person in your business/property area, call 9-1-1 immediately.
Using these tips may help keep you and your property safe and secure.

On Friday, August 18, 2017, at approximately 8:40 p.m., a 27-year-old woman was walking in the area ofParliament Street and Carlton Street.
It is reported that:
- two men approached the woman
- one man asked her for directions
- the other man sexually assaulted her
- both men were last seen fleeing northbound on Parliament Street
One of the men is described as 30 to 40 years of age, 6'0" to 6'2", very short dark hair, with dark heavy eyebrows. He was wearing a black hooded sweater and blue jeans.

Changes at the Toronto Police Service Are Underway, Six Month Update on ImplementationThursday, August 24, 2017 - 1:37 PM

The second quarterly report detailing the Service’s implementation efforts to transform the organization into a new, modern police service was presented today at the Toronto Police Services Board meeting.
“These are exciting times for the Toronto Police Service. We are changing our policing model, connecting our officers, modernizing Human Resources and continuing to work with our partner, the City of Toronto, around service reallocation to allow the TPS to return to core policing,” explained Chief Mark Saunders.
Some recent highlights include:
- The successful implementation of the Community Investigative Support Unit (C.I.S.U) in 32, 41 and 42 Divisions. A Service-wide rollout will take place by the end of the year.
- 35 officers are participating in the next phase of testing mobile technology for our Connected Officer Program. That program will see frontline officers equipped with mobile technology so they can access the data, information and software they need to assist the public in solving problems or offering solutions on a local, community level.
- Aligning our planning and design of the new policing model with a new Human Resources structure to make sure we have a comprehensive understanding of the Service’s competency framework and how this will apply to recruiting new talent.
The next quarterly report will be presented at the Toronto Police Services Board meeting this fall.
About the Action Plan: The Way Forward
Mandated to look beyond the way policing is currently done in Toronto, the Transformational Task Force (TTF) proposed a modernized policing model for the city that is innovative, sustainable, and affordable. The model will place communities at its core, be intelligence-led, optimize the use of resources and technology, and embrace partnerships as a means of enhancing capacity and capability. The final report - Action Plan: The Way Forward – contains 32 recommendations and was accepted by the Toronto Police Services Board in February, 2017 as the Service’s Business Plan for the next three years.

Roofing Fraud investigations, Man and woman wanted

The Toronto Police Service would like to make the public aware of several Fraud investigations in 54 Division.
It is reported that:
- on Sunday, March 19, 2017, a resident of Cedarcrest Boulevard reported that a man knocked on his door and told him he was a roofer
- the man advised that one of the resident's roof vents was damaged and that he would repair it
- the resident paid $40 to complete the repair, however, no repair was done and the man left the area
The man was described as white, mid-40s, wearing khaki pants, dark jacket, baseball cap.
It is further reported that:
- on Wednesday, July 5, 2017, a resident of Sibley Avenue reported that a man and woman knocked on her door
- the man advised her he was a roofer and that one of her roof vents was damaged
- the man advised that he would repair it for $250
- the resident feared this was a scam and did not hand over any money
- both the man and woman left the area
The man was described as white, 25-30. The woman was described as white, 25-30.
It is further reported that:
- on Saturday, July 8, 2017, a resident of Sibley Avenue reported that a man and woman knocked on her door
- the man advised he was a roofer and that a vent cap on her roof needed repair
- the woman paid the man $350 in cash to complete the repair
- after the repair was completed, the man told the woman that he overcharged her by $150 and wanted to refund her money
- the man produced a debit machine and the woman inserted her bank card into the machine
- once the woman entered her PIN in the debit machine, the man and woman ran off with the woman's debit card
- the woman was later advised that $800 was withdrawn from her account
The man and woman were described as white.
It is further reported that:
- on Monday, August 21, 2017 a resident of Meighan Avenue reported that a man and woman knocked on her door
- the man advised her he was a roofer and that a vent cap on her roof needed repair
- the man asked for $300 in cash to complete the repair. After negotiation, the woman agreed to pay $50
- the man took the money and promised to return to complete the repair, but did not return.
The man and woman were described as white and were driving a white scooter.
It is further reported that:
- on Tuesday, August 22, 2017, a resident of Coleman Avenue reported that a man and woman knocked on her door
- the man advised he was a roofer and that a vent cap on her roof needed repair
- the woman, having heard about this scam from her neighbours, told the man and woman to leave her property and called police
The man was described as white with black hair. The woman was described as white with black hair in a bun.
The Toronto Police Service urges homeowners to exercise caution when dealing with contractors who solicit business door to door in neighbourhoods. The public is reminded that, in commercial transactions, they should always verify the identity of a person or business before deciding to trust that person or business.

After a national search by the Toronto Police Services Board, the Toronto Police Service is pleased to welcome three new Deputy Chiefs of Police.
Staff Superintendent Peter Yuen, Superintendent Barbara McLean, and Inspector Shawna Coxon all bring the skills and experience necessary to further the modernization of the Service.
“I have had the pleasure of working with each of these members throughout my career,” said Chief of Police Mark Saunders. “Collectively, they bring innovation, diversity, and leadership to my Command Team. I am excited for the future of the Toronto Police Service and the city of Toronto.”
The new Deputy Chiefs will be introduced at tomorrow’s Police Services Board meeting. They, along with the Chief, Chair Andy Pringle and Mayor John Tory, will be available to media at 12:45 p.m., at Headquarters, outside the Auditorium.
The Deputies join Deputy Chief James Ramer, Deputy Chief Mike Federico (retiring in September), and Chief Administrative Officer Tony Veneziano.

About the new members of Command
Deputy Chief Peter Yuen
Peter Yuen has been a member of the Toronto Police Service for 30 years. Before becoming Deputy Chief of Police, he was the Staff Superintendent in charge of Corporate Risk Management – an area that included Professional Standards, Legal Services and the Toronto Police College. Peter’s career has included time as Unit Commander of several Divisions, a trainer at the College, and as an investigator of organized crime. Peter is best known for his expertise in the area of Asian Organized Crime and for leading the resurrection of the Community Police Academy. He has a Master’s of Arts in Leadership and a Bachelor of Applied Arts in Justice Studies. Peter is proud of his Chinese heritage and has been an active ambassador for the community. He currently serves as senior advisor to the East & South Asian Internal Support Networks.
Deputy Chief Barbara McLean
Barbara McLean has been a member of the Toronto Police Service for 28 years. Before becoming Deputy Chief of Police, she was a Superintendent and Unit Commander of 54 & 55 Divisions, where she led a team dedicated to community safety and customer service. Barbara’s career has included time as Unit Commander of the Toronto Police College, and as a domestic violence and sexual assault investigator. She is best known for her role as the Transformation Lead on the Human Resources Modernization Project. Barbara has a Masters of Human Resources & Industrial Relations, a Masters of Business Administration and a Bachelor of Business Administration. She volunteers with Mothers Against Drunk Driving and WindReach Farm and is the founder and current senior advisor of the Service’s LGBTQ Internal Support Network.
Deputy Chief Shawna Coxon
Shawna Coxon has been a member of the Toronto Police Service for 20 years. Before becoming Deputy Chief of Police, she was an Inspector with Strategy Management, where she led a team focused on change management for the Transformational Task Force recommendations. Shawna’s career has included time as a frontline police officer/supervisor, numerous investigative roles including a professional standards investigator and a human rights advocate. She is best known for her work implementing the CyberCrime team, the Service’s Internal Support Networks and for organizing the first police-led Racially-Biased Policing Conference. Shawna has a Ph.D. in Law (Criminal), a Masters in Criminology, and an Honours Bachelor of Arts in Psychology. She has extensive local and international volunteer experience, has been an adjunct professor for more than a decade and recently attended the Governor General’s Leadership Conference.

- a man approached her, posing as an Uber driver, and asked if she needed a ride
- the woman entered the man's car, a red, four-door 2017 Toyota Camry
- the man then sexually assaulted the woman on the drive home
On Monday, August 21, 2017, Muhammad Fahad, 33, of Toronto, was arrested. He is charged with:
1) Sexual Assault
2) Theft Under
He was scheduled to appear in court at College Park on Tuesday, August 22, 2017, 10 a.m., room 507.

The woman was taken to hospital with life-threatening injuries

On Sunday, August 20, 2017, at 1:50 a.m., 20 vials of Novorapid NPH and 20 vials of Novolin insulin were stolen in front of an address near Yonge Street and Gloucester Street.
The medication was inside a black suitcase left outside of the address.
The medication could be harmful or fatal if ingested, especially to children.

On Tuesday, August 15, 2017, at 4:05 a.m., police responded to a call for a personal injury collision.
It is reported that:
- a woman, 45, for reasons not yet determined, stepped onto Dundas Street East, east of Sherbourne Street and lay down on the roadway
- a light-coloured minivan was eastbound on Dundas Street East, east of Sherbourne Street
- the driver of the minivan was able to avoid striking the woman
- a dark-coloured sport utility vehicle (SUV) was eastbound on Dundas Street East, east of Sherbourne Street, and struck the woman
The woman was taken to hospital with life-threatening injuries.
The driver and vehicle are currently sought in relation to this collision. The driver may not have been aware that a woman was struck. Police are requesting anyone who was in the area at approximately 4:05 a.m., and was driving either of these vehicles, to contact police.

It is reported that:
- on Friday, July 21, 2017, just after midnight, a couple entered College subway station
- a man approached the couple and sexually assaulted the 25-year-old woman
- the woman's boyfriend confronted the man who was with three other men
- one of the three other men then assaulted the boyfriend
The group of men then fled in an unknown direction.

The Toronto Police Service requests assistance locating a man wanted in a bomb threat investigation.
On Sunday, August 13, 2017, at 1:55 p.m., officers responded to a call for a bomb threat at Bloor-Yonge subway station.

Security camera images of the man are now released.
If located, do not approach. He is considered dangerous. Call 9-1-1 immediately.
