Dear Constituents,
In recent weeks, Mayor Ford's unbecoming conduct has made international headlines. Residents have been writing and calling me to share their own concerns about this unfortunate and drawn-out episode.
I have shared my deep
displeasure about the alleged homophobic and racist comments from our Mayor
and urged him to take a leave of absence to care for his health. I reiterated
these comments in Council earlier this week. On November 13, I voted for a
special meeting of Council to address his behaviour and for the formal report
of the Integrity Commissioner. At today's special City Council meeting, I
voted to have the Mayor's powers of appointment repealed, in as strong a
motion as City Council is legally able to implement. While this story may not
be over, I join all of my colleagues in continuing to do the work of the City
and our wards.

The 109th annual Santa Claus Parade will take place on Sunday, November 17, 2013, at 12:30 p.m.
Approximate road closure times associated with the parade are as follows:
8 a.m.: Bloor Street West, from Ossington Avenue to Christie Street
10 a.m.: Bloor Street West, from Christie Street to Bathurst Street
10:45 a.m.: Bloor Street West, from Bathurst Street to Bay Street
10:45 a.m.: Avenue Road /Queen's Park, from Davenport Road to College Street
11 a.m.: University Avenue, from College Street to Dundas Street
11:15 p.m.: University Avenue, from Dundas Street to Front Street
11:30 p.m.: Wellington Street, from University Avenue to Jarvis Street
11:45 p.m.: Front Street, from Bay Street to Jarvis Street
The towing of vehicles parked along the parade route will start at 6 a.m., on Sunday, November 17, 2013.
At noon, the first-ever "Holly Jolly 5km Fun Run" will take place along the parade route. For the safety of runners and parade attendees, spectators are asked to ensure that children and all personal belongings are off the roadway as of 11:50 a.m.
The parade will start at 12:30 p.m., and will proceed along the following route:
START Bloor Street West and Christie Street
EASTBOUND Bloor Street West
SOUTHBOUND Queen's Park Crescent East
SOUTHBOUND University Avenue
EASTBOUND Wellington Street West
EASTBOUND Front Street East
FINISH Front Street East and Jarvis Street
Motorists travelling in the area can expect significant delays, and should use alternate routes around the parade route.
Spectators attending the parade are advised to use public transportation. All subway and streetcar service will be running.
The duration of the parade is approximately 2.5 hours, and will take place regardless of weather conditions.

Toronto residents advised to be cautious of door-to-door
water testing
The City of Toronto has received complaints from Toronto
residents who have been approached by companies offering door-to-door water
tests or requesting water samples with the aim of selling water-related
products.
The City is aware of these companies and does not endorse
or sponsor private water testing or any related products or services. Residents
should be aware that, in Ontario, only fully accredited laboratories are
licensed to perform health-based tests on drinking water. Water quality tests
take approximately 24 to 48 hours to process.
The City of Toronto's drinking water is tested every four
to six hours to ensure it meets or exceeds the Ontario Drinking Water Quality
Standards set by the province.
Residents are advised to exercise caution when solicited
for a water test and with sharing personal information with people unknown to
them.
If you suspect fraud, call Toronto Police Services at
416-808-2222 or the Ministry of Consumer Services at 416-326-8800.

In time for the holiday shopping season, Toronto Crime Stoppers has launched a retail theft campaign to raise awareness about shoplifting.
Retail theft has become a lucrative criminal enterprise, costing Canadian retailers almost $4 billion a year in lost revenue. These costs are passed on to consumers with higher prices on frequently purchased products.
The awareness campaign, consisting of posters, flyers, radio spots and website www.ItCostsUsAll.com, was created in partnership with DDB Canada and will be displayed in retail locations across the city.
Toronto Crime Stoppers would like to thank the following corporate partners for their support of this program:

It was reported that:
- on Tuesday, November 12, 2013, at 3:55 a.m., a fire was deliberately set on the 12th floor of the building
- on Wednesday, November 13, 2013, at 1:35 a.m., a fire was deliberately set on the 17th floor of the building
In addition to being a significant public safety concern, the fires have caused significant property damage.

On Tuesday, November 5, 2013, members of the Toronto Drug Squad executed Controlled Drug and Substances Act (C.D.S.A.) search warrants on variety stores in the downtown core (King Street West and Front Street). Health Canada analyzed and confirmed that the products referred to as "IZMS" are, in fact, a Controlled Substance under Schedule II.
As a result of the warrants, a total of 84 packages of synthetic marijuana, posters and promotional advertisements were seized. No charges have been laid at this time and the investigation is ongoing.
The colourful packaging is deceiving and could attract children to purchase/obtain the drug. For further information, click on Health Canada for further information on the threat of synthetic marijuana.
Investigators are asking any business owners in possession of the described products to contact police.

Update in death investigation, Dundas Street East at Regent Street, Now Homicide #50/2013, Jeffery Mark, 40, charged with manslaughter

On Friday, November, 1, 2013, at 5:52 a.m., police responded to a report of a personal injury collision at Dundas Street East at Regent Street, in which a man was struck by a vehicle.
In the course of the investigation, officers determined that the matter related to an altercation in the area prior to the collision.
It is alleged that:
- two men were involved in an altercation
- as a result of the altercation, a man was rendered unconscious on the roadway of Dundas Street East
- a vehicle traveling on Dundas Street East struck the unconscious man
- that man died a result of his injuries
The deceased man has been identified as Yassin Obsien, 31, of Toronto. The Homicide Squad took carriage of the investigation on November 1, 2013.
Jeffery Mark, 40 , of Courtice, Ontario, was arrested on Saturday, November 2, 2013, and has been charged with:
1) manslaughter
He was scheduled to appear in court at College Park on Wednesday November 6, 2013, at 9 a.m.

“Traffic Safety” continues to be identified as a Toronto Police Service priority with an
increased focus on pedestrian safety, especially seniors.
Collision analysis has shown that pedestrian fatalities represent approximately 62% of yearly traffic fatalities within the City of Toronto. In spite of previous successes and recognizing the efforts of all front line members, 31 pedestrians have lost their lives this year. This represents over 62% of the total of all traffic fatalities in Toronto from 2013 January to date. Seniors in particular are among the most vulnerable sector of road users, to date there have been 18 senior pedestrian fatalities representing 58% of pedestrian fatalities.
“STEP UP and Be Safe” – Pedestrian Campaign will begin Monday, November 4, 2013 and will conclude at midnight Sunday, November 10, 2013. The Toronto Police Service will continue to be diligent and promote education initiatives and associated enforcement strategies to enhance pedestrian safety within our communities.
November, the month that daylight savings time is introduced, has traditionally been the month when pedestrians are involved in the most collisions.
All police officers and parking enforcement officers will pay particular attention to those motorists, cyclists and pedestrians who commit offences in the vicinity of pedestrian crossovers, crosswalks, intersections, school zones (particularly primary schools) and crossing areas frequented by seniors.
Pedestrians are encouraged to avoid using distracting electronic devices when interacting with vehicular traffic.

The President of the Toronto Chapter of Mothers Against Drunk Driving (MADD), Everilda Ratnakumar, will launch the annual Project Red Ribbon Campaign on Tuesday, November 5, 2013, at 10 a.m., in the front lobby of Toronto Police headquarters located at 40 College Street.
According to MADD, every year, between 1,250 and 1,500 Canadians are killed and more than 63,000 are injured in impairment-related crashes.
Impaired driving continues to be a leading criminal cause of death in Canada. There are far too many people killed and injured on our roads every day due to what is a totally preventable crime.

47th annual Cavalcade of Lights presented by Great Gulf
to launch Toronto's holiday season celebration at Nathan Phillips Square
Saturday, November 30 will mark the official start to the
holiday season in Toronto with the Cavalcade of Lights celebration presented by
Great Gulf beginning at 7 p.m.
This festive event, a 47-year holiday tradition in
Toronto, will feature the illumination of Toronto’s official Christmas tree,
performances by some of Canada’s top musical talent, a brilliant fireworks show
and a skating party at Nathan Phillips Square.

The evening will begin at 7 p.m. with performances by pop

breathtaking fireworks display at 8 p.m.

Time to change your clocks and your batteries
As clocks are turned back this weekend, The City’s Toronto Fire Services reminds residents to replace the batteries in smoke and carbon monoxide alarms.
“Ontario’s legislation requires that smoke alarms be installed and maintained on every level of a home, and outside all sleeping areas,” said Toronto Fire Chief Jim Sales. “So this weekend, remember to replace the batteries in every single smoke alarm in your home.”
Most home fires start when people are asleep. Instead of waking you up, smoke from a fire can put you into an even deeper sleep. A working smoke alarm will detect smoke and immediately sound to alert you. This early warning will increase your chances for survival by providing more time to escape. The majority of fire deaths occur in homes that do not have working smoke alarms. Installing and maintaining home smoke alarms will help cut these risks in half.
Smoke alarms are inexpensive, easy to install and should be tested regularly by pressing the test button. By gently vacuuming out your unit, you can also prevent a build-up of dust that can activate false alarms or prevent your alarm from detecting the smoke from a fire.
In addition to maintaining smoke alarms, families should develop a step-by-step home escape plan so that all members, especially children and older adults, are knowledgeable and confident about how to escape in the event of a fire.

Manicure combats cancer

With a big smile and lots of enthusiasm, he showed up in uniform at The Ten Spot Beauty Bar in the city’s west end on Oct. 30 to get a pink manicure to promote breast cancer awareness.
“I have a very close family member who has the illness, so this is a cause that’s close to me,” he said.
“What I am doing here is to support her and everyone who is suffering from this disease”
In the last five years, Boddy has taken part in several cancer fundraisers, including Cops for Cancer, where he and many Service members shaved their heads at Yorkdale Mall.
“Chris has been an excellent supporter of the Canadian Cancer Society and what we do,” said Francine Negre-Laroche.
“He has always stepped up to the plate.”
The Ten Spot Inc. owner Kristen Wood donated $500 to match Boddy’s fundraising goal.
“We are just doing our part to help out with this great campaign.”
Boddy raised $1,270 during October, which was Breast Cancer Awareness Month.

The Toronto Police Service would like to make the public aware of an arrest in a firearm investigation.
It is alleged that:
- as a result of an investigation, police attended Jarvis Collegiate Institute on Friday, November 1, 2013, at approximately 1:15 p.m.
- police arrested a 15-year-old boy, in a classroom, who had on him a fully loaded, semi-automatic firearm
The boy, who cannot be identified under the provisions of the Youth Criminal Justice Act, is charged with:
1) Unauthorized possession of a firearm
2) Possession of a firearm knowing its possession is unauthorized
3) Possession of restricted firearm with ammunition
4) Possess firearm - serial number altered
5) Careless storage - ammunition
6) Careless storage of a firearm
7) Weapons dangerous
8) Carry concealed weapon
He is scheduled to appear in court at Old City Hall on Saturday, November 2, 2013, at 9 a.m.,
