Today, the Ontario Human Rights Commission (OHRC) released its final report (the Report) in its public inquiry into racial profiling and racial discrimination of Black persons by the Toronto Police Service (the Service), which began in November 2017.

The Board and Service welcome this Report, and view it as an important contribution to the work already underway in our continued efforts to proactively and decisively address anti-Black racism.

Throughout the OHRC’s work on its Inquiry, both the Board and the Service have demonstrated their commitment to the important mandate of the Inquiry by cooperating to the fullest extent possible. We provided a large volume of materials, along with access to our databases, made personnel available for interviews, and regularly engaged in dialogue and discussion to provide context and explain the significance of the information.

We have consistently made clear that the goal of the OHRC – to address anti-Black racism in all its forms - is also our goal. Our leadership has been steadfast, consistent, and determined in working towards this objective, and to do so in meaningful and practical ways that improve relationships with Black communities in Toronto.

Progress in this important area occurs within the context of a dynamic, transformational organization that is on a path of ambitious reform, as noted by the OHRC in its Report.

 “Change is required at all levels, and in all parts, of our police service. It must include our leadership, our culture, our mechanisms of accountability, our training and education, and beyond. Change must also be co-developed, co-designed, co-delivered, and evaluated in meaningful and continued partnership with the members of Toronto’s Black communities,” said Chief of Police Myron Demkiw.

Board Chair Ann Morgan stated “we acknowledge the great toll it takes to come forward, to relay these intense and powerful experiences and their harmful impacts, and then to do it again and again, when it feels like no one is listening. We say today, we are listening. We are hearing you, whether you are a member of Toronto's Black communities, or a member of our Service. We acknowledge that, while we may already be on a path of change, more change is necessary, and it must be sustained, comprehensive, and deep.”

Since the OHRC inquiry began in 2017, the Board and the Service have undertaken several significant and concrete steps towards reform.

One way the Service has been intentional about this transformational work is through the development of its comprehensive Equity Strategy. This multi-year undertaking was informed by internal and external community engagement, findings and recommendations provided by experts over the past decade, and closely and strategically aligns with the objectives of the OHRC Report.

Progress has also been made in the following areas:

  • The Service and Board have implemented, or are implementing, many of the 81 Recommendations on Police Reform approved by the Board in August 2020. This includes the development, in consultation with the City’s Confronting Anti-Black Racism Unit (CABR) and other experts, an anti-racism lens to be applied to all existing and future Service procedures.
  •  Anti-Black racism training developed in conjunction with CABR and the Board’s Anti-Racism Advisory Panel (ARAP) is a permanent component of annual training for all Service members. 
  •  The Service has implemented its Race and Identity-based Data Strategy, intended to address systemic racism within the Toronto Police Service, as an iterative initiative that progressively expands with an increasingly broader impact. We support the OHRC’s direction that race-based data collection and reporting cover the full range of policing-civilian interactions.
  • The Fair and Unbiased Policing Course is a mandatory five-day course that promotes equity, inclusion, and ethical law enforcement. Developed collaboratively with the community, topics addressed include: Ethical Policing, Peer Intervention, Race-Based Data, Anti-Black Racism, Anti-Indigenous Racism, and Mental Health and Addictions.
  • The Service works collaboratively with the City on its SafeTO program. It also works with the Toronto Community Crisis Service, and the Gerstein Crisis Centre on providing alternate responses to Persons in Crisis, and is also focused on the expansion of the Mobile Crisis Intervention Teams (MCIT) program.
  • The Service also completed reviews of use of force and strip search procedures, implementation of mandatory reviews of body-worn cameras, and mandatory training on Black and Indigenous experiences for all members.
  • A list of members appearing before the Police Services Act Tribunal is posted on our websiteand decisions can be found on the OIPRD website. We are looking at ways to further add transparency and accountability to our disciplinary process in 2024, including posting tribunal decisions on our website.

“As a Board and as a Service, we acknowledge the reality and the impact of disparate treatment of Black people, both as it relates to Service members within our organization, as well as Torontonians. This is not only corroborated by the statistics collected through the pioneering Race and Identity-based Data Strategy and our member demographic data surveys, but also through our internal Equity & Inclusion Survey, and the community voices who have documented the pain, the trauma, and the frustration of this disproportional impact for many years," said Board Chair Ann Morgan.

Toronto Police Service CIO, Colin Stairs, added: “At the core of the Race and Identity-based Data Strategy is the Community Advisory Panel who prioritize and direct the work. This leading practice of transparent co-design is recognized as the gold standard. Together, we have focused on areas of greatest harm first, and are committed to continuous investigation and improvement.”  

Work in this significant area also includes internal reform to address challenges in culture and internal racism allegations. In 2019, the Service and the Board engaged Deloitte to conduct a Workplace Well-Being, Harassment, and Discrimination Review of the Service, which led to a series of recommendations to create a more positive and inclusive workplace, many of which have been, or are in the process of, being implemented. 

In addition, the Forum Research Equity and Inclusion Survey, conducted in 2021, focused on Service members’ experience and perception of the culture and climate in the Service. This survey found that a member’s experience and perception differed based on their socio-economic background, and that a majority of members expressed that the Service does offer an inclusive environment.

Chief Demkiw stated: “Both the Service and the Board are committed to learning, and to continuing this important work as we address the impacts of systemic racism. We readily accept that there is more and challenging work to be done, and we welcome the OHRC’s Report as an important resource for us as we continue this work. We will continue to work to identify how best to move forward within the spirit of the Report.” 

Policing is premised and dependent on public trust. We know that, for many, in communities across Toronto, that trust has been eroded over many years, through generations, and through many experiences, which negatively affect the Service’s ability to effectively provide policing services to all Torontonians. We also note that the job of the police is an extremely difficult, challenging and dynamic one. Our members take pride in their role as police officers and their dedicated service to this city. They strive to be professional and fair in all they do.

We now begin the important work of carefully reviewing the recommendations contained in the Report, a task we will undertake in collaboration with the OHRC, as well as in consultation with the Board’s Anti-Racism Advisory Panel, and other community stakeholders. Recommendations will be reviewed in terms of legal compliance, operational feasibility, and budgetary impact to determine if and how each can be implemented. 

As noted above, there are a number of key recommendations we have already implemented, or where implementation is underway and continuing.

For there to be productive and lasting solutions, other institutions, organizations and levels of government will need to collaborate with us in addressing our shared goal of eliminating anti-Black racism and discrimination in all that the Service does. The Service and the Board have been working towards that goal, and we will continue to do so, in meaningful and sustained collaboration with our communities.

The Board and the Service aim to provide an update on this work at the Board’s March 2024 meeting.

On Monday, December 11, 2023, at 11 a.m., at the Polycultural Immigrant & Community Services at 2225 Erin Mills Parkway in Mississauga, Toronto Police officers will be distributing toys and gift boxes to newcomers to Canada as part of Project Hope.

Media are invited to interview police officers as well as families benefitting from the donations.

Project Hope, spearheaded by Constables Farzad Ghotbi and Mustafa Popalzai, who both came to Canada as refugees, has collected truckloads of essential items for refugees and newcomers since August 2021.

Since that time, police officers, community members, social agencies, and businesses have collected over $700,000 in donations for families.

It is expected that over 2,000 people will benefit from the donations collected this year.

On Saturday, December 2, 2023, at 3:28 a.m., police responded to a report of a fatal collision involving a motor vehicle in the area of Polson Street and Cherry Street area.

It is reported that:

  • a vehicle with two occupants was travelling at a high rate of speed southbound on Cherry Street
  • the vehicle was approaching a bridge over Lake Ontario which was under construction
  • the vehicle lost control, left the roadway, and entered the water
  • the male passenger suffered minor injuries and was transported to hospital
  • the second male was pronounced deceased at the scene

The investigation is ongoing by members of Traffic Services.

Police are asking residents, businesses and drivers who may have security or dash camera footage of the area or incident to contact investigators.

The Toronto Police Service is making the public aware of a Dangerous Operation of a Motor Vehicle investigation.

On Friday, December 1, 2023, at approximately 11:40 p.m., it is alleged that:

  • officers observed a vehicle travelling at a high rate of speed on Parliament Street
  • officers activated their emergency equipment to conduct a vehicle stop
  • the driver did not stop and continued to drive at a high rate of speed and turned the wrong way on a one way street – Adelaide Street East
  • officers made intentional contact with the vehicle to prevent the driver from hitting oncoming traffic and was involved in a collision in the Adelaide Street East and Berkeley Street area
  • the driver was arrested and charged after being treated for minor injuries
  • no other injuries were reported

It is further alleged that:

  •  a firearm and ammunition was located on the accused

Brennan Moore, 34, of Toronto, was arrested and charged with:

  1. Dangerous Operation of a Motor Vehicle
  2. Flight From Police while Pursued
  3. Careless Storage of a Firearm
  4. Drive Motor Vehicle while Unlicensed

He was scheduled to appear in court at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Saturday, December 2, 2023, at 10 a.m., in room 106.

On Saturday, November 25, 2023, the City of Toronto will be hosting its 57th Annual Cavalcade of Lights at Nathan Phillips Square

The event starts at 3:00 p.m. and ends at 11:00 p.m. 

Road closures for both vehicles and pedestrian traffic will be in effect from 1:00 p.m. to 1:00 a.m. as follows:

  • Queen Street West from Yonge Street to University Avenue. Local traffic only from between York Street and University Avenue
  • Bay Street from Dundas Street West to Richmond Street. Local traffic only from Dundas Street West to Albert Street
  • Albert Street local traffic only between James Street and Bay Street
  • York Street local traffic only between Richmond Street West and Queen Street West
  • Hagerman Street from Elizabeth Street to Bay Street
  • Elizabeth Street full closure between Foster Place and Hagerman Street

Parking will be suspended the full length of Chestnut Street and Armoury Street.

A number of TTC routes will be diverted during this time.

The 119th annual Santa Claus Parade is taking place on Sunday, November 26, 2023, at 12:30 p.m.

Motorists travelling in the area can expect significant delays and should attempt to avoid the parade route.

The duration of the parade is approximately 2.5 hours and will take place regardless of weather conditions. Roads are expected to be reopened by 6 p.m.

Estimated road closure times for the parade are as follows:

  • Bloor Street West, from Ossington Avenue to Christie Street, at 7 a.m.
  • Bloor Street West, from Christie Street to Spadina Road, at 10 a.m.
  • Spadina Road, from Bloor Street West to Harbord Street, at 10:30 a.m.
  • Harbord Street, from Spadina Road to Queen's Park Crescent, at 10:30 a.m.
  • Queen's Park Crescent, from Harbord Street to College Street, at 11 a.m.

The towing of vehicles parked along the parade route will commence at 6 a.m. on Sunday, November 26, 2023. Vehicles will be relocated to a nearby street at no charge to the drivers/owners. Drivers may flag down an officer to find out the location of their vehicle or call 416-808-1400 if they were parked west of Spadina Avenue, 416-808-5100 if they were parked east of Yonge Street, and 416-808-5200 if they were parked in between.

At 11:45 a.m., the Holly Jolly 5 km Fun Run will take place on the parade route.

For the safety of runners and parade attendees, spectators are asked to ensure that children and all personal belongings are off the roadway by 11:30 a.m.

The parade itself will start at 12:30 p.m., and will proceed along the following route:

  • Start: Bloor Street West and Christie Street     
  • Eastbound: Bloor Street West
  • Southbound: Spadina Road (northbound lanes)
  • Eastbound: Harbord Street and Hoskin Street
  • Northbound: Queen’s Park Crescent West
  • Southbound: Queen’s Park Crescent East
  • Southbound: University Avenue (northbound lanes)
  • Eastbound:  Wellington Street West
  • Southbound: Yonge Street
  • Eastbound: Front Street East

The Toronto Police Service Hold Up Squad is making the public aware of an arrest made in a Home Invasion Robbery investigation.

On Tuesday, November 14, 2023, officers responded to a Home Invasion Robbery call in the Charles Street East and Church Street area.

It is alleged that:

  • the victim was inside her residence with a female acquaintance when they heard a knock on the door
  • the victim opened the door and a woman, who was known to the acquaintance, forced her way inside
  • the suspect and the acquaintance began searching the victim's drawers for valuables
  • the victim attempted to intervene when one of the suspects produced a handgun
  • the two suspects took a quantity of cash from a drawer and then fled

On Monday, November 20, 2023, the TPS Holdup Squad, with the assistance of 51 Division officers, were able to locate and take the suspects into custody.

It is further alleged that:

  • at the time of arrest, officers recovered a loaded 9mm semi-automatic handgun
  • a search warrant was executed and items of evidentiary value were located and seized

Tara Finn, 35, of Toronto, has been charged with:

  1. Robbery with Firearm
  2. two counts of Possession of Proceeds of Crime
  3. Fail to Comply Recognizance
  4. Possession of Prohibited Ammunition Knowing its Unauthorized

The Toronto Police Service is notifying the public of an arrest made in a Sexual Assault investigation.

On Tuesday, October 31, 2023, police attended TAIE International Institute, a high school located in the Church Street and Carlton Street area.

It is alleged that:

  • the accused was a teacher at the school where he taught the 18-year old female victim
  • in July 2023, the accused sexually assaulted the student

On Thursday, November 2, 2023, Hossein Alizadeh, 48, of Toronto, was arrested and charged with:

  1. Sexual Assault

He is scheduled to appear at the Ontario Court of Justice, 10 Armoury Streeton Thursday, January 4, 2024, at 11 a.m., in room 203.

He was employed at TAIE International Institute as a teacher between 2018 and 2023.

Investigators believe there may be more victims.

On Wednesday, November 15, 2023, Jeannine Hilles, 41, of no fixed address, was arrested and charged with:

  2. Fail to Comply with Release Order

She is scheduled to appear in court on Thursday, November 16, 2023, at 10 a.m., at Toronto Regional Bail Centre, 2201 Finch Avenue West, in courtroom 102.

Investigators are asking anyone with dash-cam or surveillance footage of the area to contact police.

On Thursday, November 16, 2023, at 9 a.m., at the Canadian Tire store located at 1901 Eglinton Avenue East, the Toronto Police Service in partnership with Canadian Tire and other community agencies, will be holding its annual Toys for Kids donation kick-off.

For the next five weeks, this Canadian Tire location will be accepting Canadian Tire money and cash donations that will be used to buy gifts to be distributed via local social service agencies across the Greater Toronto Area. Some of the agencies taking part include: UMOVE (United Mothers Opposing Violence Everywhere), Massey Center for Women, and New Visions Toronto.

Donations to Toys for Kids can be in the form of Canadian Tire coupons, cash or purchasing a cardboard bear for a Toonie in support of the event, which is displayed at Canadian Tire with your name on it.

Canadian Tire franchise owner, Steven McCarthy, who has supported this initiative for the past 3 years, will be present with members of his staff. The Canadian Tire team will match the donations collected.

A number of TPS members and Senior Officers will be on-hand to support this event, as they have for the past 25 years. Each year the initiative raises approximately $10,000.

Members of the public are invited to drop by for refreshments.

The Toronto Police Service is requesting the public’s assistance identifying a man wanted in a hate-motivated Assault with a Weapon investigation.

On Wednesday, November 15, 2023, at approximately 4:25 a.m., police responded to a call for an Assault in the Front Street and Yonge Street area.

It is reported that:

  • the male victim was driving a cab in the area
  • the victim rolled the window down, and asked the suspect if he needed a ride
  • the suspect asked the victim if he was Muslim
  • the suspect then sprayed the victim in the face with an unknown substance 

The suspect is described as male, white, 20-30 years old, 6'0" tall, wearing a black coat and black pants.

When suspected hate-motivated offences are reported to police, the investigation will be led by a Divisional investigator. The Hate Crime Unit will be made aware and specialized officers from that unit will support the investigation as needed.

If it is alleged a criminal offence was committed (such as assault or mischief) and it is believed to have been motivated by bias, prejudice or hate, the officer-in-charge will consult with the Crown. On Tuesday, November 14, 2023, at approximately 6:38 a.m., a fatal fail to remain collision occurred between a motor vehicle and a pedestrian at Wellington Street East and Scott Street.

It is reported that:

  • a black SUV was travelling northbound on Scott Street, and stopped at Wellington Street East
  • the SUV then proceeded north on Scott Street, mounting the curb while doing so
  • the SUV then struck a 57-year-old pedestrian, who was sleeping on the southeast corner
  • the pedestrian was transported to hospital where he was pronounced deceased
  • images of the suspect's vehicle have been released. It is believed the vehicle is a black Ford Expedition

On Tuesday, November 14, 2023, police located the driver involved, along with the vehicle involved, with the assistance of the public.

No charges have been laid at this time, however Traffic Services continues to investigate this incident.

The Toronto Police Service is making the public aware of arrests made in a suspected hate-motivated assault against a member of the 2SLGBTQ+ community.

On Wednesday, November 8, 2023, at 12:55 p.m., police investigated an assault in the Yonge Street and Wellesley Street area.

It is alleged that:

  • the victim was in the area of Yonge Street and Wellesley Street East
  • the victim was concerned with the treatment of a group of young women and intervened to check on their well-being
  • a verbal interaction ensued between the suspects and the victim at which time the victim was violently attacked by the three suspects
  • as a result, the victim sustained serious injuries

Two *14-year-olds, and a *15-year-old have each been charged with:

  1. Assault Causing Bodily Harm

After consultation with the Service's specialized Hate Crime Unit, the investigation is being treated as a suspected hate-motivated offence.

The youths will attend court at the Ontario Court of Justice, 10 Armoury Street, on Wednesday, January 10, 2023, in room 604.

The Toronto Police Service takes all forms of hate-related crime seriously and prioritizes our response to ensure citizens of Toronto feel safe. 2SLGBTQ+ Liaison Officers Sgt. Robert Chevalier and P.C. Cheryl Taylor have been actively assisting investigators, and are urging anyone who may have any additional information related to this case to reach out to the Toronto Police Service.

If it is alleged a criminal offence was committed (such as assault or mischief) and it is believed to have been motivated by bias, prejudice or hate, the officer-in-charge will consult with the Crown. The Toronto Police Service is making the public aware of a homicide investigation.

On Wednesday, November 8, 2023, at approximately 7:17 p.m., police responded to a shooting in the parking garage of 388 Yonge Street.

It is reported that:

  • a person was shot in the parking garage
  • life-saving measures were performed by emergency services
  • the victim was pronounced deceased at the scene
  • the suspect fled the scene in a newer model silver SUV

The victim has been identified as Parmvir Chahil, 27, of Windsor.

Investigators are asking anyone with information, or anyone who was parked in the parking garage at the time and has dash-camera footage to contact police.

Today, the Toronto Police Service is launching a new option for the public to provide information to police about hate-motivated graffiti in their neighbourhoods. The web form, available on the Service’s website, provides an additional avenue for the public to alert police to hate-motivated graffiti, so officers can attend, gather evidence and arrange for the hate-motivated graffiti to be removed as quickly as possible.

As noted by Toronto Police Chief Myron Demkiw, there has been a noted rise in hate crime incidents since October 7, 2023. The number of reports involving hate-motivated graffiti, which falls under the offence of ‘mischief’, has seen the largest increase, and like all hate-motivated crime, victimizes entire communities.

This reporting mechanism will be monitored 24 hours a day, 7 days a week.

To address the rise in reported hate crimes, the Service has also increased the size of its specialized Hate Crime Unit from a dedicated team of six officers to a team of 20 investigators and eight District Special Constables.

“A hate-motivated crime not only victimizes individuals, but also entire communities,” said Chief Demkiw. “We urge Torontonians to please report these incidents to police so we can investigate and hold people to account who commit these crimes. For hate-motivated graffiti, this new web form provides Toronto residents with another convenient way to do that.”

In addition to the web form, and to report other types of hate-motivated crime, residents can contact 416-808-2222, or Crime Stoppers if they prefer to remain anonymous.

Chief Demkiw has committed to providing updated hate crime statistics to the public at the monthly Toronto Police Services Board meetings.

The Toronto Police Service is requesting the public’s assistance identifying a man wanted in a Sexual Assault investigation.

On Thursday, November 2, 2023, at 9:50 p.m., police responded to a sexual assault that occurred at Sherbourne Subway Station.

It is reported that:

  • a woman exited a TTC subway train at Sherbourne Station
  • a man followed the woman into an elevator at the station
  • the man sexually assaulted the woman in the elevator
  • the man then fled the station

The suspect is described as 5'7", medium build, 40 to 50-years-old, with short black hair and a moustache. He was wearing all dark clothing, and a a camouflage shirt.

On Tuesday, September 26, 2023 at approximately 11 p.m., police responded to a call for a shooting in the Church Street and Wellesley Street East area.

It is alleged that:

  • two men became involved in an argument
  • the suspect left the area and returned a short time later with a firearm
  • the suspect shot and killed the victim's dog
  • the suspect fled the area

  1.  Discharge Firearm Recklessly
  2.  Possess Firearm Without Holding a Licence
