Toronto Police Service Parking Enforcement will not be enforcing the following on-street parking bylaws during the Canada Day public holiday on Sunday, July 1, 2018, and also on the observed Canada Day holiday of Monday, July 2, 2018:

• Pay-and-Display/Metered Areas
• Rush-Hour Routes
• Posted signs indicating Monday to Friday regulations

All other areas and parking offences will continue to be enforced.

The Toronto Police Service would like to make the public aware of an investigation in which two men have been arrested and two firearms seized.

It is alleged that:

- on Tuesday, June 26, 2018, at approximately 8 p.m., officers from 51 Division were on general patrol in the Sherbourne Street and Dundas Street East area.

- the officers became involved in an investigation of a vehicle with two occupants in a parking lot in the area

- a quantity of crack cocaine was seized along with a quantity of ammunition for a handgun

The investigation continued and a search warrant was authorized to search a hotel room in the Jarvis Street and Gerrard Street East area

It is further alleged that:

- a search of the hotel room located two handguns, a prohibited suppression device "silencer," $8,000 in Canadian currency and ammunition for two handguns

On Tuesday, June 26, 2018, Jonathan Monette, 23, of Quebec, was arrested. He is charged with:

1) three counts of Fail to Comply Recognizance
2) two counts of Careless Storage of Ammunition
3) two counts of Possession prohibited ammunition
4) two counts of Possession of a Firearm Knowing Its Possession is Unauthorized
5) two counts of Careless Storage of a Firearm
6) Possession of a Loaded Firearm
7) two counts of Possession of prohibited firearm
8) Alter Serial Number on Firearm
9) two counts of Weapons Dangerous
10) Possession of prohibited device
11) Possession of a Firearm While Prohibited


On Tuesday, June 26, 2018, Charles Boucher-Savard, 29, of Quebec, was arrested. He is charged with:

1) Possession of a Schedule 1 substance
2) two counts of Careless Storage of Ammunition
3) two counts of Possession prohibited ammunition
4) two counts of Possession of a Firearm Knowing Its Possession is Unauthorized
5) two counts of Careless Storage of a Firearm
6) Possession of a Loaded Firearm
7) two counts of Possession of prohibited firearm
8) Alter Serial Number on Firearm
9) two counts of Weapons Dangerous
10) Possession of prohibited device
11) three counts of Possession of a Firearm While Prohibited

They were both scheduled to appear in court at Old City Hall on Wednesday, June 27, 2018, 10 a.m., room 103.

It is further alleged that police seized:

- Walther PPK .32 calibre pistol with ammunition
- .38 calibre revolver
- prohibited suppression device "silencer"

The Toronto Police Service is committed to Vision Zero and making Toronto roads among the safest in the world.

Vision Zero acknowledges collisions are going to happen, but that Killed or Seriously Injured (KSI) collisions are preventable.

From Monday, June 18, 2018, to Sunday, June 24, 2018, Traffic Services focused on known contributing factors to KSI collisions. These factors include speeding, distracted driving, aggressive driving, and impaired driving.

Over 600 provincial offence notices were issued during this campaign.

The top infractions were:

• Speeding: 203
• Disobey Sign Offences: 163
• Distracted Driving Offences: 75
• Turning Offences: 72
• Disobey Traffic Signal: 66
• Careless Driving: 57

Criminal Code Offences:

• Impaired Driving Arrests: 6
• Warn Range Driving Suspensions: 2

We all have a role to play in making Toronto roadways safe places.

On Monday, June 18, 2018, at 10:22 a.m., police responded to a See Ambulance call on the eastbound platform of Bloor subway station.

It is alleged that:

- a man pushed another man onto the subway tracks

- the man was hit by a train

- he was injured, taken to hospital and succumbed to his injuries

The victim has been identified as Yosuke Hayahara, 73, of Toronto.

Investigators are still appealing to witnesses. On Monday, June 18, 2018, at 10:22 a.m., police responded to a See Ambulance call on the eastbound platform of the Bloor Subway Station.

It is alleged that:

The other man was arrested at the scene and taken into custody.

A man in his 50's has been charged with:

1) First Degree Murder

He will appear in court at College Park on Tuesday, June 19, 2018, at 10 a.m., in room 501.

Investigators know there were people who witnessed this incident take place. Unfortunately they left the station before investigators could arrive. Police request anyone who saw this incident to call Detective Rob North, Homicide, at 416 808-7400.

The Toronto Police Service would like to make the public aware of an Assault investigation.

It is reported that:

- on Monday, April 23, 2018, at approximately 8:30 p.m., a 34-year-old wheelchair-bound man went to the Shoppers Drug Mart in the Yonge Street and Carleton Street area

- while shopping, an unknown man approached him, grabbed both his arms and pinned them to his wheelchair

- when a witness intervened, the suspect claimed he was the victim's caregiver

- the victim was able to break free and the suspect followed him southbound on Yonge Street

- the suspect gave chase and attempted several times to grab the victim's wheelchair

The suspect is described as 45-50, 5'9" - 5'10", heavy build, olive complexion, brown hair. He was wearing a dark-coloured hooded sweatshirt with 'EllisDon' written on the front.

The Toronto Police Service would like to make the public aware of recent arrests relating to Project Red Brick.

Members of the 51 Division Major Crime Unit have continued to investigate a number of shooting occurrences in and near the Regent Park community.

It is alleged that:

- in doing so, a motor vehicle was identified, believed to be related to at least two shooting occurrences.

- on Thursday, June 14, 2018, at approximately 7:15 p.m., members of the 51 Division Major Crime Unit located this motor vehicle parked in the underground garage of a building near Wellesley Street East and Bleecker Street.

- the vehicle had what appeared to be bullet holes in it

- four male occupants of the vehicle were arrested

- during a search conducted incident to arrest, two loaded firearms were located, both German Sport 1911 .22 calibre pistols

- also located during the search was a quantity of powdered cocaine, crack cocaine, marijuana, and cash

Lee Davis Rurimirije, 18; Haben Kebedom, 18; Robalee Balcha, 18; and a 17-year-old boy, all of Toronto, were arrested and each charged with:

1) two counts of Unauthorized Possession of a Prohibited or Restricted Weapon in a Motor Vehicle
2) two counts of Careless Storage of a Loaded Prohibited or Restricted Firearm
3) two counts of Possession of a Loaded Prohibited or Restricted Firearm
4) two counts of Possession of a Firearm Knowing its Possession is Unauthorized
5) two counts of Possession of Cocaine for the Purpose of Trafficking
6) Possession of Marihuana for the Purpose of Trafficking
7) Possession of the Proceeds of Crime Under $5000

The men were scheduled to appear in court at Old City Hall, on Friday, June 15, 2018, 10 a.m., room 103.

The Young Person was scheduled to appear in court at 311 Jarvis Street, on Friday, June 15, 2018, 10 a.m., room 1.

The Young Person cannot be identified under the provisions of the Youth Criminal Justice Act.

The Toronto Police Service is requesting assistance identifying a man wanted in a Sexual Assault investigation.

It is reported that:

- on Monday May 28, 2018, at approximately 11 p.m., a 20-year-old woman was at a business in theYonge Street and Gerrard Street area

- a man entered the business, walked directly up to the women and sexually assaulted her

- the man then left the business

The man is described as mid-late 20s, 5’6”, medium build, short dark hair, dark eyes, unshaven. He was last seen wearing blue jeans, a grey T-shirt, carrying a grey backpack.

Project Safe Streets was a 32 Division traffic safety initiative that started on Thursday, May 31, 2018 and finished on Thursday, June 7, 2018.

The purpose of the project was to address concerns of aggressive driving and other traffic offences on Yonge Street, between Finch Avenue and Sheppard Avenue.

32 Division officers, with the assistance of Traffic Services Motor Squad, issued a total of 256 offence notices to drivers for a variety of offences which included:

- Racing: 3
- Speeding: 44
- Fail to Stop for Red Light: 16
- Excessive Noise: 15
- Driving While Using Hand Held Device: 27
- Unsafe Lane Change: 8
- Fail to Yield to Pedestrian: 2
- Careless Driving
- Operate Motor Vehicle Without Insurance: 5
- Fail to Stop for Emergency Vehicle: 2

Please remember that drivers have the ability to make the roads safer for all road-users by reducing speed, eliminating distractions and considering others before yourself.

On Sunday, June 10, 2018, the 26th annual Toronto Challenge Run will take place.

This is both a 1-km walk and a 5-km walk/run. Event organizers are expecting approximately 3,500 participants.

Participants will assemble on University Avenue near Armoury Street.

At 9:30 a.m., they will depart along the following route:

Formation Area: University Avenue (Queen Street West to Armoury Street)

Northbound: University Avenue
Northbound: Queen’s Park Crescent West
Southbound: Queen’s Park Crescent East
Eastbound: Wellesley Street West
Southbound: Bay Street
Westbound: Adelaide Street West
Northbound: University Avenue

Dispersal Area: Nathan Phillips Square

Vehicles in the area will experience traffic delays and are advised to consider alternate routes.

Roads are expected to be fully reopened by 11 a.m.

This event will proceed regardless of weather conditions.

Toronto Police Service Financial Crimes would like to warn the public about the ongoing Canada Revenue Agency (CRA) telephone scam.

It starts with someone calling, claiming to be with the CRA, and saying you owe overdue taxes. The callers are aggressive and often claim you can be arrested if the money is not paid immediately. The callers insist the money be paid by way of Bitcoin or other cryptocurrencies, gift cards, credit card, or through Western Union.

In some cases, the fraudsters use a program to display the telephone number of either the CRA or local police on the intended victim's caller ID display.

Numerous residents have continued to receive telephone calls from these scammers. The public should be aware that police do not collect money for the Canada Revenue Agency. Although everyone is at risk of falling victim to these scams, older people are among the most vulnerable.

The CRA will not:

- send email with a link and ask you to divulge personal or financial information
- ask for personal information of any kind by email or text message.
- request payments by prepaid credit cards
- give taxpayer information to another person, unless formal authorization is provided by the taxpayer
- leave personal information on an answering machine

What should you do?

Hang up the phone immediately. It's not rude and could help protect you.

Don't give out any personal information, including identification numbers, passwords or financial information.

Who should you contact?

If you, or a family member, has fallen victim to this fraud, please report it to your local police service, as well as the Canadian Anti-Fraud Centre (CAFC). There are two ways to make a report to the CAFC: either by phone at 1-888-495-8501 (9:00 a.m. - 5:00 p.m. Eastern Time) or through their online reporting tool at http://www.antifraudcentre-centreantifraude.ca.

Anyone who thinks they have fallen victim to this scam should contact their local police service.

Body-Worn Camera Project Update, Toronto Police Service releases Request for Information

On Tuesday, June 5, 2018, the Toronto Police Service released a Request for Information (RFI) on MERX as the next step in researching how best to implement Service-wide body-worn cameras.

Approved by the Toronto Police Services Board in September 2016, the Service has hosted public forums and continued to consider the most effective way of equipping all frontline officers with body-worn technology.

The Service’s efforts have been guided by the results of a 2015 pilot project that saw 100 officers test two different types of technology over the course of a year. To see the results of the pilot project, click here.

The RFI will allow the Service to gather information from vendors on what technology and support is available for a project of this size and scope.

The Service has been engaged with a Fairness Commissioner from HKA. Their role is to oversee and provide advice on this large and complex process.

The Toronto Police Service would like to make the public aware of the following telephone Fraud scheme.

It is reported that:

- a business received telephone calls from people indicating that they are Toronto Hydro technicians

- they used "call-display spoofing" technology, which meant the phone number for Toronto Hydro was displayed on the complainant’s call display, even though it was not Toronto Hydro calling

- the business was advised that they were required to pay more for their hydro bill and a technician would turn off the power to the business within thirty minutes if payment was not made to the nearest cryptocurrency (Bitcoin) machine

- the business deposited money to a cryptocurrency machine

- the people then demanded more money

Cryptocurrency transactions are encrypted and cannot be reversed. No utility company will demand payment via cryptocurrency.

With this in mind, the TPS is preparing to restrict access in and around the area of Bremner Street, from Spadina Avenue to York Street.

The area of the Rogers Centre will have controlled access with checkpoints managed by the Toronto Police Service. This is to ensure enhanced public safety while limiting the flow of vehicular traffic in the area.

For those using accessibility vehicles and other mobility-accessible services when attending the Air Canada Centre, Bay Street Gate 2 will be available.

For those attending the Rogers Centre, Rees Street, northbound, from Lake Shore Boulevard West will be used for accessibility vehicles and other mobility-accessible services. A staging area for those using accessibility services will be set up on Rees Street, at Bremner Boulevard, for gate 7 and off Blue Jays Way, in front of the Marriott Hotel, when entering through gate 13. Rees Street will also be available for those patrons parking at the Rogers Centre.

Police, in partnership with the Rogers Centre and Air Canada Centre, are encouraging people to use public transit or other carpool options.

The public may also notice other security measures in the surrounding area, including an increased police presence and/or the use of other public and private sector resources. While there is no imminent threat at this time, security issues are closely monitored and changes will be implemented as required.
