The Toronto Police Service is making the public aware of an ongoing Bank Card Scam.

It is reported that:

• suspects are impersonating bank staff, phone or utility companies and targeting the elderly community
• they will either get the victim to agree to upgrade their current services or simply tell them their cards are expired and they will need to get new ones
• they will then obtain the victim's banking information and tell them they will issue them new cards
• the suspect will instruct the victims to place all of their cards into an envelope, place them into their mailbox and will send someone to pick up their old cards, leaving the new ones
• they will then empty all of the victim's accounts associated to the cards or make purchases utilizing the cards

Tips to prevent you from becoming a victim of fraud:

• be wary of any cold calls and/or unsolicited persons claiming to upgrade services
• banks will never ask you to place any bank cards or credit cards into envelopes and leave them unattended in your mailbox
• do not provide your banking information to anyone over the phone
• do not be rushed into making a decision. If possible, consult with a known financial planner and/or financial institution such as your home bank
• contact your bank or utility provider to ensure they are the ones calling, using the number you have for them, not the number provided by the caller
• conduct a Google search for any scams or complaints associated with the company
• contact police if you suspect you have been the victim of a fraud

The Toronto Police Service is making the public aware of an arrest made in a Homicide investigation.

On Wednesday, April 24, 2024, at approximately 11:58 p.m., police responded to a call at a residential unit in the Church Street and Shuter Street area.

It is reported that:

• a person fell from a balcony
• the suspect fled the scene
• the victim was transported to hospital where they were pronounced deceased
• The victim has been identified as Ryan Williams, 38, of Toronto. An image of the victim has been released.

The suspect is described as male, 38-40 years old, 5'8"-5'9", wearing a black hooded jacket, beige pants and black shoes. The suspect goes by the alias "Justice".

Investigators would also like to speak with three persons of interest. They are described as:

Person of Interest #1: Male 5'10", wearing a black jacket, gray shirt, dark gray sweatpants, and black shoes with white soles.

Person of Interest #2: Female, 5'6", brown hair in a high bun, thin build, wearing black pants with white accents on the sides, red shoes with white soles, pulling a grocery trolley bag.

Person of Interest #3: Female, 5'6", with a thin build, dark hair, wearing a black jacket, white toque, black pants, and black shoes.

On Friday, April 26, 2024, Joshua Pilgram, 29, of Toronto, was arrested and charged with:

1. Second Degree Murder

He is scheduled to appear in court at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Saturday, April 27, 2024, at 10 a.m., in room 106.

Reflecting on Progress in Missing Persons Investigations

Missing and Missed Implementation Team

April 13 marks the third anniversary of the Missing and Missed Report from the Independent Civilian Review into Missing Person Investigations.

Through the collaborative development and design with the Missing and Missed Implementation Team (MMIT)  – Community Representatives, the Toronto Police Service acknowledges and values this partnership, which has significantly influenced organizational changes in handling missing person cases. Most significantly, the transformative changes are continuing to be made in the Missing Persons Unit (MPU) section of the Homicide and Missing Persons Unit (HMPU), and this sparks further improvements across the entire Service.

Since the release of the Missing and Missed Report in 2021, the HMPU has increased the number of resources dedicated to missing person investigations. As well, new positions were added to expand the unit’s operational capacity, including crime analyst and missing person coordinator roles.

The MPU is responsible for developing and maintaining a consistent process and investigative response for all occurrences of persons missing in Toronto, or on the way to/from Toronto. They will deploy when required, provide divisional support and guidance during missing person investigations.

The MPU is available as a resource to all units in the Service, and will ensure accountability, provide direction, guidance, follow-up and support to divisional investigators. The overall responsibility of the investigation remains with the division.

The MPU conducts information sessions for officers to ensure seamless implementation of the changes, as needed. These sessions provide insight into the investigative process and offer direct access to MPU investigators and missing persons coordinators assigned to each division.

Collaborating with the MMIT – Community Representatives to co-develop and co-design a new model for missing person investigations underscores the Service’s commitment to serve the community to the highest standard when missing person occurrences take place.

One key aspect of the new model is the added missing person coordinator function in the MPU. Now staffed by four civilian members, they are the primary points of contact for their designated divisions and actively respond to investigative needs within their assigned districts.

The collaborative aspect of modern policing extends to working with other police services and agencies to improve missing person investigations. MPU members forge relationships with social services, public health organizations, and community agencies to serve the community better. Active participation on numerous working groups and committees demonstrates the Service’s commitment to mutual learning and support in addressing missing person cases.

TPS members dedicated to the MPU reflects the diverse community it serves, which enriches the unit's perspectives and strengthens their ability to support the community when they are impacted by someone going missing.

Recognizing the sensitive nature of missing person cases, all members involved in the investigation apply a trauma-informed approach. TPS officers are trained to conduct interviews with empathy and sensitivity, acknowledging the emotional impact on those affected by a disappearance or the discovery of a deceased person.

The training modules ensure that all members involved in missing person cases are equipped with the necessary skills to handle such situations with care and compassion.

Driven by the report’s recommendations, the progress made is a direct result of the MMIT – Community Representatives’ involvement and dedication to this meaningful work. 

While the Toronto Police Service has made significant strides to improve public safety and build community trust in missing person investigations, there is more work to be done. TPS is committed to supporting and collaborating with the MMIT to complete all 151 recommendations outlined in the report.

On Friday, March 29, 2024 at 12 p.m., a white bag of medication was stolen in the King Street East and Trinity Street area.

The stolen medication includes:

• Methadone
• Clonazapam
• Ran-Escitalopram

The pills could be harmful/fatal if ingested, especially to children.

On Thursday, April 11 at 12:30 p.m., members of the Toronto Police Service, faith leaders of the Canadian Black Clergies & Allies, and community members will be participating in a Prayer Walk in neighbourhoods across Toronto.

The city-wide prayer walk is modeled after 23 Division's Etobicoke Strategy. Each month, for the past 19 years, Neighbourhood Officers and Black faith leaders have walked through neighbourhoods in 23 Division to meet community members, build relationships, and engage in prayer.

For the first time, on April 11, a prayer walk is taking place simultaneously at every TPS division. This initiative will be led by the Canadian Black Clergies & Allies.

As an interfaith initiative, this year's theme is Unity in Community. TPS members, faith leaders, and community members will walk through their neighbourhoods, stopping along the way to pray. The Prayer Walk is open to all faiths and community members are encouraged to participate.

Deputy Chief Lauren Pogue, the Reverend Dr. Wendell Gibbs and Bishop Ransford C. Jones will lead the Prayer Walk in 52 Division, starting at Yonge-Dundas Square at 12:30 p.m. The Prayer Walk will proceed along the following route:

• Start: Yonge-Dundas Square
• Westbound: Dundas Street West
• Northbound: Spadina Avenue
• Eastbound: Baldwin Street
• Finish: First Baptist Church Toronto, 101 Huron Street

Media are invited to attend the First Baptist Church Toronto, 101 Huron Street, to speak with Deputy Chief Pogue, Reverend Dr. Wendell Gibbs and Bishop Ransford C. Jones once the walk has concluded, at approximately 1:30 p.m.

On Friday, April 5, 2024, at approximately 8:35 p.m., police executed a search warrant in the Sherbourne Street and Dundas Street East area.

It is alleged that:

• Officers executed a search warrant of a residential unit
• Three people were located and arrested inside the unit
• A firearm along with two over-capacity magazines were located inside the unit
• A quantity of drugs was located inside the unit

Andre Bollers, 36, of Toronto, was charged with:

• the suspect attended the demonstration
• during the demonstration, the suspect assaulted an officer then fled the area

The man is described as being 25-35 years old, clean shaven, wearing a grey t-shirt, blue button-up shirt, black zip-up sweater, black jacket, black pants, and white "Adidas" shoes.
