Traffic safety continues to be a Service priority for the Toronto Police Service.  On Wednesday, September 30, 2015, the Service will be launching the annual Fall Provincial Seat Belt Campaign, with a focus on back-seat passengers and booster seats: “Do the back-seat buckle – Back-seat passengers, always wear your seat belt” and “Booster seats – Filling the gap between a child car seat and a seat belt.”

The campaign will start on Wednesday, September 30, 2015, and conclude on Friday, October 9, 2015. The Seat Belt Campaign has the full support of the Ontario Association of Chiefs of Police and is a combined public awareness and enforcement campaign aimed at getting all drivers and passengers to buckle up.

Using seat belts is the single-most-effective way to reduce vehicle-related injuries and fatalities by ensuring that occupants remain within the vehicle and in their seats.

All police officers will be paying particular attention to the proper restraint of all vehicle occupants including any children. It is estimated that, for every one per cent increase in seat belt use, five lives are saved in Ontario every year.

The fall seat-belt campaign will focus on drivers who fail to secure children safely. Child car seat inspection clinics have shown that over 80 per cent of car seats are installed or used incorrectly.

The potential consequences for not using seat belts or not using them correctly are:
- loss of life
- serious injury
- demerit points accumulated against your driver's licence
- financial costs

The Toronto Police Service has developed an initiative to help set Toronto’s youth up for academic achievement.

The initiative is called “Supplies for Success” and Toronto Police Service staff have been collecting school supplies throughout September across our Divisions and headquarters, working to reach the goal of filling an entire police bus with supplies that will be delivered to Toronto’s students to help give their school year a boost.

Toronto Police Service will be parking a police bus at two locations and encouraging the public to drop in and donate supplies, while getting the opportunity to interact with members from our community:

Saturday, September 26, 10 a.m. to 3 p.m., at Fairview Mall1800 Sheppard Avenue East.

Sunday, September 27, 10 a.m. to 3 p.m., at Scarborough Town Centre, 300 Borough Drive.

Every day, Toronto Police officers rely on a variety of tools, from their uniform to their pen and notebook, to help carry out their duties and through this initiative Toronto Police hope to convey that same sense of confidence to our city's young people by helping to give them the tools of their trade: school supplies.

The Toronto Police Service would like to warn the public of telephone scams where fraudsters pose as Canada Revenue Agency agents. Victims have lost thousands of dollars.

It is reported that:

- victims are contacted by suspects identifying themselves as agents from the Canada Revenue Agency (CRA)

- the victims are advised that they owe the CRA thousands of dollars in back taxes

- the suspects are usually aggressive and will bully the victim into thinking there are immediate repercussions to not paying the owed money immediately

- generally, the suspects threaten the victim with arrest, even having a person pretending to be a Toronto police officer threatening arrest, over the phone

- the suspects direct the victims to stay on the phone while they go to the bank and withdraw money (thousands of dollars)

- the victims are then directed to go to a store where there is a Western Union or MoneyGram, where they are directed to send the money to individuals, not the CRA.

Police would like to make it clear that, although the CRA does contact individuals, there are specific guidelines in place to ensure your personal information is protected. The CRA website lists the following guidelines:

- they never request prepaid credit cards

- they never ask for information about your passport, health card, or driver's licence

- they do not share your taxpayer information with another person, unless you have provided the appropriate authorization

- they never leave personal information on your answering machine or ask you to leave a message containing your personal information on an answering machine

Supplies for Success initiative



As you know, Specialized Operations Command has undertaken an initiative entitled “Supplies for Success” where our goal is to fill a police bus with as many supplies as possible to be distributed to 30 priority neighbourhoods in our City sometime in late September/early October for the 2015/2016  school year.
Tomorrow, at Headquarters,  there is a bake sale and raffle draw (some of the terrific raffle prizes include a signed Toronto Blue Jays Edwin Encarnacion Jersey; as well as MLB baseballs, many hotel gift cards, and other prizes).  Tickets are 1 for $5.00; 3 for $10.00 and 10 for $20 (the best deal) and we encourage everyone to try and come down to have a look.  We are also selling Samosas along with a drink and treat for $5.00 so bring your appetite! 
Please post these flyers in a conspicuous spot in your divisions or have distributed to your CPLC’s, if applicable, for the weekend events so that we get the most exposure.  The more the message gets out there, the more supplies we hope to collect.

On Sunday, September 20, 2015, Richard Patterson, 48, was released from custody after serving a one-year sentence for Sexual Assault.

He will be residing in Toronto. He has prior convictions for sexual assault, sexual interference, and failing to comply with court-ordered conditions.

While living in the community, he is bound by a Probation Order and is required to report regularly to a Probation Officer.

The Toronto Police Service Sex Crimes Unit is notifying the public of his release due to his history of sexual assaults against children, and his potential to reoffend.

Officers from 53 Division would like to advise the public of some recent Break-and-Enters throughout the Division. Some of these have been through open or insecure windows and doors. The Crime Prevention Office would like to provide these tips to improve security and keep your family and your property safe and secure:

- keep your doors and windows secure by locking them, even when in your residence

- when out in the rear yard, keep front and side doors locked properly

- screens do not provide security, they can be easily removed to allow possible entry

- activate your security alarm

- be sure rear sliding doors are secure by putting a board or bar in the track

- these Break-and-Enters may occur in the overnight hours, so please be extra vigilant during the night to lock all doors, windows, activate your security alarm with perimeter setting

- if you are aware of a suspicious vehicle or person in your area, call police.

Using these tips may help keep you and your property safe and secure.

On Wednesday, September 16, 2015, at 12:05 p.m., police received a call for a theft of a vehicle in the area of Bond Street and Shuter Street .

Edward Michael Skotnicki, 60, of Toronto, has been arrested. He is charged with:

1) Theft Over
2) Possession Property Obtained by Crime Over
3) Flight While Pursued by Peace Officer
4) Dangerous Driving
5) Drive While Disqualified

He is scheduled to appear on Thursday, September 17, 2015 at College Park Courts at 10 a.m., room 501.

On Thursday, September 17, 2015, at 1 p.m., in the Auditorium of Headquarters, Chief Mark Saunders will table the following items of interest at the monthly meeting of the Toronto Police Services Board.

1) Update on the Body Worn Camera Pilot Project

In response to a request from the Board to provide regular updates on the status of the pilot project, Chief Saunders will present an overview of the implementation, including feedback from the community and officers. The Chief will also address the Board's request to consider expanding the use of body worn cameras during non-arrest, non-detention interactions.

In May 2015, the Service launched the Body Worn Camera Pilot Project in four units/divisions across the city. About 100 officers were trained and equipped with different pieces of body worn camera technology.

Chief Saunders will continue to provide the Board with updates on the pilot until its final assessment in 2016.

2) Update on the Implementation of the Recommendations made in Justice Iacobucci's Report and in the Coroner's Inquest Report concerning the deaths of Jardine-Douglas, Klibingaitis, and Eligon.

At the request of the Board, Chief Saunders will be providing a comprehensive update on the implementation of recommendations specific to the Service's mental health strategy.

In 2013, former Chief Bill Blair commissioned retired Supreme Court Justice Frank Iacobucci to review the Service's use-of-force, specifically as it related to interactions with people in crisis.

His final report and recommendations were presented to the Service in July 2014. Since then, 79 of the 84 recommendations have been implemented.

In 2014, a Coroner's Inquest into the deaths of Reyal Jardine-Douglas, Sylvia Klibingaitis, and Michael Eligon made 74 recommendations, 46 dedicated to addressing how the Service deals with people in crisis.

Since then, 45 of the 46 recommendations, as well as nine that were not assigned to the Service, have been implemented.

Chief Saunders will be available to the media after the Board meeting.

The Toronto Police Service is alerting the public to a sexual assault.

It is reported that:

- on Tuesday, September 8, 2015, a 17-year-old boy attended a restaurant in the Victoria Street and Dundas Street East area

- the boy went into the restaurant to use the men's washroom

- a man entered the men's washroom and sexually assaulted the boy

- the man fled and was last seen walking toward the Yonge Street and Gould Street intersection

The man is described as brown, 5'9" to 5'10", heavy set, black beard and moustache, and wears his hair in a ponytail. He was wearing a blue plaid long-sleeve shirt, dark pants and dark shoes. He was carrying a cane and had a roller-bag.

A security camera image of the man has been released.

On Wednesday, September 16, 2015, at 12:05 p.m., police received a call for a theft of a vehicle in the area of Bond Street and Shuter Street .

It is alleged that:

- a man was seen leaving the area in a stolen vehicle,

- officers from 51 Division located the vehicle and after a short pursuit were able to stop the vehicle at Parliament Street and Mill Street

- during the stop, police fired multiple shots

A man has been taken into custody.

There were no injuries and the investigation is continuing.

City of Toronto Sidewalk Marketing and Cafes: Consultation Notice

The City of Toronto Municipal Licensing and Standards (ML&S) Division is undertaking a review the by-laws governing sidewalk cafes and marketing displays on the public right-of-way (sidewalks). Currently there are 6 different by-laws regulating these activities. The objective of the review is to harmonize these by-laws so that consistent standards and permit processes apply across the city; and to review permit fees for these sidewalk uses.

At the same time, the Transportation Services Division is creating guidelines to help inform the design and layout of sidewalk cafes to ensure that adjacent sidewalks, and cafes located on sidewalks, are both safe and accessible.

The City is committed to an open and inclusive process which incorporates stakeholder and public participation.  More information about the project can be found on the review
